In 2014, the Department established the Tyrone R. Baines Lecture Series in honor of the Founder and first Director of the NCCU Public Administration Program. 

Dr. Baines is a graduate of Morgan State University in Baltimore and graduated with a Master’s degree in Social Work from the University of Pennsylvania; a Master’s degree in Political Science and a Ph.D. in Public Administration from the University of Mary-land at College Park. He also holds a Certificate in Educational Management from Harvard Business School.   He has been awarded three honorary doctorate degrees.

In addition to Dr. Baines’ extensive and long serving tenure with NCCU, he has also been a professor at the University of Southern California, the University of North Carolina at Chapel Hill, Southern Illinois University, and the University of Virginia. Although he is now retired, Dr. Baines remains an active advocate and champion of education and service in his community.
